Allow the input temperature and salinity values to be either single values (for uniform grids) or otherwise 3D arrays of unstructured grid points with sigma layers and time as the two other dimensions. This should maintain backwards compatibilty with the previous invocation

Create write_FVCOM_tsboc.m which is identical to the example_FVCOM_tsobc.m file. This naming fits better with the structure of the other functions which write out to NetCDF files (e.g. write_FVCOM_spectide.m)

example_FVCOM_tsboc.m now requires only a single argument with regards the layers as opposed to specifying both layers and levels (number of levels is just number of layers+1). Also improved speed by eliminating unnecessary costly for loop
